Summary
The focus of this vision paper is the role of civil society, more specifically European civic cooperation in the European public sphere. Civil society actors can take the role of watchdog of European politics and push for the emergence of a European demos. By introducing a greater variety of actors, issues, and perspectives to the public discourse, civil society can make the European public sphere more diverse and lively. Read this paper to learn how a strong European civil society facilitates communication between European politics and citizens.
This paper outlines challenges and opportunities to create a robust and resilient European public sphere. First, we present an overarching vision of a possible European public sphere in 2025 as well as milestones that need to be reached to achieve such a reality. We then narrow in by presenting a vision of a cooperation-based European Union supported by a more interconnected European civil society.
These bold visions assist us in developing policy recommendations and gathering existing successful practices that bring us closer to a truly European public sphere. The ideas presented have emerged in a collaborative and co-creative process of exchange amongst experts and professionals passionate for a more united Europe. This future-oriented exercise was launched within the Daring New Spaces project in a working group focussing on European civic cooperation.

Sabrina Schulz ist als Strategie- und Kommunikations-Beraterin in den Bereichen Klima, Energiewende, ESG und Sustainable Finance tätig. Zuvor war sie Vorständin der econnext AG, einer Holding für Start-ups im Bereich Klima und Nachhaltigkeit, arbeitete als Direktorin des Sustainable Development Solutions Network (SDSN) Germany, leitete das Berliner Büro der KfW Förder- und Entwicklungsbank und war Gründungsdirektorin des Berliner Büros von E3G – Third Generation Environmentalism.

Jose ist Journalist in Berlin und Projektleiter bei Arena for Journalism in Europe, einer gemeinnützigen Stiftung, die grenzüberschreitenden kooperativen Journalismus fördert
Ognyan ist Journalist und hat in den letzten 10 Jahren über Regionalentwicklung, EU-Integration und EU-Finanzierung für Regionen berichtet. Als solcher hat er aus erster Hand erfahren, wie Korruption und Besitzstandswahrung eine gute Idee zunichte machen können und wie eine Bürgerbewegung einen politischen Kumpanen überwinden kann.
Anna ist Künstlerin, Architektin und Redakteurin. Sie hat einen Abschluss an der Fakultät für Architektur der Technischen Universität Poznan und einen Abschluss in Energie, Umwelt und nachhaltigem Design an der Architectural Association in London.
Valerie ist Co-Präsidentin von Volt Europa, einer progressiven europäischen Bewegung mit politischen Parteien in 16 EU-Ländern. Sie ist Mitbegründerin der deutschen Sektion und war 2018 und 2019 deren Präsidentin während der erfolgreichen Europawahlkampagne. Daneben arbeitet sie als Public Affairs Beraterin in Berlin und Brüssel. Valerie hat einen MA in Europastudien von der University of Bath und der University of Siena.
Ffion ist auf dem Bauernhof ihrer Familie in Mittelwales aufgewachsen und pendelt nun zwischen dort und Brüssel. Als Absolventin der "Rural Leadership Agri-Academy 2019" der walisischen Regierung sitzt Ffion derzeit im Lenkungsausschuss des Landjugendprojekts und ist Mitbegründerin des Europäischen Landjugendforums.
