{"id":5285,"date":"2019-07-17T11:39:00","date_gmt":"2019-07-17T09:39:00","guid":{"rendered":"http:\/\/dpz.medienlabor-hosting.de\/?post_type=publication&#038;p=5285"},"modified":"2022-11-22T11:37:27","modified_gmt":"2022-11-22T10:37:27","slug":"the-european-election-2019-a-comparative-outlook-at-the-european-election-campaigns-in-france-germany-and-poland","status":"publish","type":"publication","link":"https:\/\/www.progressives-zentrum.org\/en\/publication\/the-european-election-2019-a-comparative-outlook-at-the-european-election-campaigns-in-france-germany-and-poland\/","title":{"rendered":"The European Election 2019: A Comparative Outlook at the European Election Campaigns in France, Germany and Poland"},"content":{"rendered":"\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-1 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:75%\">\n<h4 class=\"wp-block-heading\" id=\"zusammenfassung\">Summary<\/h4>\n\n\n\n<p><strong><em>The discussion paper takes a closer look at the European Election Campaigns 2019 in France, Germany and Poland and analyses whether they favoured the emergence of a Europeanised public sphere.<\/em><\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Key Take-Aways<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>All three countries experienced a clear&nbsp;<strong>politicisation<\/strong>&nbsp;of the public sphere, but their campaigns&nbsp;remained&nbsp;very&nbsp;<strong>national<\/strong>&nbsp;in their characters and showed&nbsp;<strong>great differences<\/strong>.<\/li>\n\n\n\n<li>The emergence of a&nbsp;<strong>European public sphere<\/strong>&nbsp;should, therefore, be a goal of high priority for those who seek a real democratisation of European elections and the EU as a whole.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Background: The European Elections as \u201eSecond-Order Elections\u201c<\/h2>\n\n\n\n<p>The European elections are traditional&nbsp;<strong>\u201csecond-order elections\u201d<\/strong>&nbsp;in most EU Member States. Due to the lack of a European public sphere and the language issue, most European citizens have no access to information about the election campaigns in other European countries. This is why the authors decided to look at the election campaigns in the \u201cWeimar triangle\u201d countries: Germany, France and Poland.<\/p>\n\n\n\n<p>Their work shows greater differences in the national discussions related to the EU in the run-up to the European elections: Germany experienced protests and public debates around&nbsp;<strong>Article 13<\/strong>&nbsp;(\u201cUpload filters\u201d) of the EU copyright reform and rallies that defended the EU against rising nationalism. In France, President Macron and his vision of a&nbsp;<strong>\u201eEuropean Renaissance\u201c<\/strong>&nbsp;as well as&nbsp;<strong>climate and environmental policies<\/strong>&nbsp;dominated public debates. Poland focused on debates about its prospects of joining the&nbsp;<strong>Eurozone<\/strong>&nbsp;and the&nbsp;chances of wage and&nbsp;<strong>living standard convergence<\/strong>&nbsp;between the European core and new Member States.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What the EU needs: A European Public Sphere<\/h2>\n\n\n\n<p>The authors observe that despite these national politicisations, the interest of voters in the European campaigns remains limited through language and media consumption \u2013 the EU still is considered&nbsp;<strong>\u201cfar away\u201d<\/strong>&nbsp;and still blamed by the far-right and the far-left for&nbsp;<strong>not being accountable, intransparent and responsible for many woes<\/strong>, rather than being seen as a vehicle for common cooperation and tackling urgent challenges such as climate change, migration or inequalities.<\/p>\n\n\n\n<p>Therefore, they conclude that if we want to avert this criticism and protect our democracy, we need to work on building a truly&nbsp;<strong>transnational community<\/strong>&nbsp;that is stabilised by the emergence of a&nbsp;<strong>European public sphere<\/strong>: through stronger and more coordinated European parties, increased exchanges among parliamentarians, and also a converging media landscape and increased education about political systems in neighbouring countries.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"autorinnen\">Authors<\/h2>\n\n\n<div class=\"person-item person-view-author\"><div class=\"person-info-wrapper\"><div class=\"person-thumbnail\"><a href=\"https:\/\/www.progressives-zentrum.org\/en\/person\/sophie-pornschlegel\/\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"600\" src=\"https:\/\/www.progressives-zentrum.org\/en\/wp-content\/uploads\/sites\/2\/2022\/04\/dpz_team_sophie-pornschlegel-600x600-1.png\" class=\"attachment-thumbnail size-thumbnail wp-post-image\" alt=\"\" sizes=\"auto, 100vw\" \/><\/a><\/div><h4 class=\"person-title\"><a href=\"https:\/\/www.progressives-zentrum.org\/en\/person\/sophie-pornschlegel\/\">Sophie Pornschlegel<\/a><\/h4><div class=\"person-position\">Policy Fellow<\/div><div class=\"person-social\"><a class=\"person-email\" href=\"mailto:sophie.pornschlegel@progressives-zentrum.org\"><svg class=\"icon icon-envelope-o\" aria-hidden=\"true\" role=\"img\"> <use xlink:href=\"https:\/\/www.progressives-zentrum.org\/en\/wp-content\/themes\/dpz\/assets\/images\/svg-icons2.svg#icon-envelope-o\"><\/use> <\/svg><\/a> <\/div><!-- .person-social --><\/div><!-- .person-info-wrapper --><div class=\"person-excerpt\">Sophie Pornschlegel is a Policy Fellow at Das Progressive Zentrum.
